A Labour Market Impact Assessment (LMIA) is a document of certification considered a prerequisite by the Canadian Government in case businesses or individuals need to employ a foreign worker in Canada. It approves and sanctions the need for a foreign worker to fill a job that a Canadian Citizen or Permanent Resident cannot easily fill.

Pre-Approvals to Hire Foreign Workers
You can also choose to apply for LMIA pre-approvals. These are for a business expecting to recruit for extended periods in a particular field. It is only "in principle" approval. A successful pre-approval means that any foreign individual can be recruited to fill a position with higher hopes of acceptance for LMIA. But it is not person-specific. Once the approval is attained, person-specific LMIA has to be obtained as well.
